Whilst independent tourism to Saudi Arabia does not exist in the traditional sense, Saudi Arabia is not North Korea, and if you have a valid reason to travel to the country, once your visa has been approved you are relatively free to travel around Saudi Arabia at your own leisure, stay in the hotels of your choice, and where you like without a tour guide (with the exception of Mecca and some other religious areas).
The principal ways to visit Saudi Arabia independently are as follows
Trade Fair Delegations
Contrary to the belief that Saudi Arabia is closed to foreigners, it is in fact heavily ingrained into the world economy, and thus hosts a number of Trade Fairs. It is possible to be a delegate at a number of trade fairs, either as guest, or as an exhibitor.
Independent Business Travel

Saudi Arabia hosts a number of sporting events in the Kingdom throughout the year. If you wish to attend one of these events then depending on your nationality (and providing you have a ticket) this may be a good way to enter the country.
